No one, not even Sen. Kanye West, speaks like Joe Biden does. He is the Cicero of the chat shows, the Mark Twain of Twitter. Famous for his memory — he can recite entire Shakespeare plays underwater — Biden spews forth allusions, quotations, and only the purest gibberish.
